How do I troubleshoot a 6kw 240 volt circulation heater. This heater is on a baptistry; they fill it up before service starts and use it 90 to 120 minutes later and water is still cold.

It is very possible that you just are not giving it near enough time...
I have worked on them before and they do not heat the water very fast....
you will need to give it at least 12-24 hours to heat the baptistry properly...
That heater will only heat about 30-35 gal./hour....on a 50F rise in water temp. ....figure how many gallons you have there and then do the math...

1) Turn off power before touching water heater that is shorting or wet or was flooded.
2) Circuit breakers & fuses blow because of heat. A short will cause heat. Tighten screws on terminals inside box, listen for crackling sound/burning smell from loose-fitting parts.
3) Easy test for circuit breakers: move water heater wires to another same-size breaker. If same-size does not blow, then problem is breaker.
4) A short between fuse box and water heater could be gnawed electrical wire. Inspect wire.
5) Wires have size markings. 5500 watt water heater needs #10 wire. 4500 watt water heater needs #10 wire but can work with smaller #12 if distance is not long. See label on side of heater for wattage, voltage, etc. Element wattage is water heater wattage even with 2 elements.
6) Short inside water heater can be elements or thermostat. Open covers and inspect parts for burning. Screws should be very tight against copper wire. Sediment could fill bottom of water heater cause lower element to short.

I have a giant hot water heater which is 12 years old and it provides hot water for only one normal shower. Why so little heat? Does it need to be replaced or is there something else that should be...

You probably need to replace the water heater. Water heaters accumulate a build up of lime and other mineral deposits that are present in water. This covers the bottom of the tank and heating elements over time, and makes them operate inefficiently. Draining the tank periodically helps prevent this from happening, but once it has reached to point you explained, it is best just to replace it with a new one.

Water is lukewarm. Not hot! Two year old tank, 220 amp is present. Both sides of relay have 220.

Make sure you have power going to elements from thermostats. check lines going to elements.

Luke warm water is the result of an element gone bad most of the time. One at th etop gone will cause you to get just luke warm water and one at the bottom gone will give you real hot and then cold.

The elements are not to exspensive so if it has two you might as well replace both of them. If you just put 1 new one in it will work the old one till it goes.

Cut power off and cut water off to water heater and drain heater, open hot side on any faucet to help it drain. once drained remove element they have a tube type socket at hardware stores for the removal of it.

Put elements in and fill water heater till all air is out of lines before turning power back on. make sure water is flowing out of all faucets before turning power onto water heater.

The reason being is the elements has to be in water not open air in tank or it will blow new ones.
