For the touchpad: if your keyboard equipped with standard COM connector try: http://www.acersupport.com/library/ti_note/2x0tpad.exe (older synaptics driver - working with COM port based touchpad perfectly) - or if you have converted it to PS2 connector (i converted my one from COM to PS2) you can use the latest generic touchpad driver from http://www.synaptics.com/support/drive.cfm . (sadly synaptics dropped support for comport based devices in the latest drivers...)

I just went through this as well, and found a (free) working driver here-

Download the driver and install it, then reboot the computer. It will say "found new hardware". Manually install the driver by telling it to browse to the location of the *.inf file you just unzipped moments before. Even recognizes the smart/CAC card. ^_^

Sorry for responding to your query late and hopefully you found a solution but nonetheless I am writing it here for others who are facing the same issue.
For every smart card reader keyboard, always visit the manufacturers site, in this case, DELL and resolve the issue from there.

After running the file, it shall leave driver files in your hard disk. Go to 'DEVICE MANAGER', select the keyboard and click 'UPDATE DRIVER'. Choose the folder where the files are stored and your issue will be resolved.
