Machine fills but will not do any thing else

It won't spin until all the water is drained out. The drain pump may be blocked or faulty. Fix the drain pump fault first then deal with the filling issue. They will not be related.

Couple things could be happening;

Scenario 1: Your motor is dead, or the electrical connections leading to it are chewed up and no longer send electricity to the motor. If you have a voltage tester, you should see if you are getting power to it.

Scenario 2: The safety switch that stops the motor from spinning when the lid is open is compromised.. This is possible, but less likely, as the motor would still spin in agitate mode..

If the washer does not agitate or spin, but will still drain, a likely cause is a broken motor coupling. You may also hear a loud rattling sound as the drive motor engages, but the tub no longer spins.

Whirlpool uses a motor coupling in the place of a drive belt. It is located between the drive motor and and gearcase (transmission). This configuration is known as a "direct-drive" system. It is common for the coupler to wear out with age and break. Newer versions of this coupler are more resilient and resist breakage. The following link explains how to access and/or replace one:
