If a new toilet, the front holes may not have been cast correctly. If an older toilet it is likely mineral buildup has blocked those holes. A mittor and a coat hanger shoudl suffice to open the holes up, use the mirror to see under the rim lip and use the coat hanger to open the holes- you may need to use a larger clip instead depending on the size of the holes.

It is really the valve that opens up to let water flow through the bowl when activated by the flush lever, to flush the toilet. it should prohibit water from flowing after the toilet flushes.

The water level in my Toto Drake toilet bowl is normal right after a flush, but often is very low a few hours later.

The bowl is cracked and is leaking down the drain. You will have to replace it. It may have cracked if the bowl hold-down bolts were overtightened, or the bowl was not able to sit flush (pardon the pun) on the floor. If the bowl rocks when it is first installed, instead of tightening the hold-down bolts, use a couple of tapered shims under the edge of it, then caulk to fill the gap and hide the shims.
Good luck.

Flushing problems

Tank needs more water and the flapper has to stay open longer by adjusting chain so the flapper goes up higher when you flush the unit. Practice and you will get it right.

My toilet doesn't flush every time I flush it! It only flush If I pour a little more water into toilet bowl while water coming down toilet bowl! I've checked water level in tank and it was full...

I think the problem with your toilet bowl is in the tank fitting of it..you better check if the fittings are proprerly working..You also check the flapper and also the fillvalve.
If it is not good already you can replace it by buying the tank fittings at the hardware store..And you better also be check it to your plumber for the second thought..

After flushing, water level in bowl fills and then slowly drops.

Check to be sure small tube is flowing inside the ovefow tube. This is the water that flushes the rim holes, and refills the bowl. If you don't have flow clean or replace the float valve.

make sure water level is sat at factory settings. there should be a black line that reads WATER LEVEL. If this is not the problem. then you have calci buildup. get a gal. of muratic acid, plunge all water out of toilet bowl. then dump in at least 1/2 gal. let set over nite. with water turned off. get up turn on water then flush. You mite have to do it twrice. hope this helps you.... duane.
