SOURCE: How do I get my

Are you getting balck screen, since this model is known to have bad caps (domed tops) inside:

If you are going to DIY and already try the monitor with another PC, and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed LG monitors to get some ideas what to look for:
Post back what you see inside so we can guide you further and it will help out other people in the future also.

Can i connect a dvd player on it

only if your dvd player uses dsub or dvi connections. so prob not.
(ive never seen it) dsub and dvi are comouter connections.

youll need a dvd player and monitor with the same ports.

hdmi or svideo are you most likely options (depending on what port the dvd player has. it may only use RCA which is rare on computer stuff)

How do I install the driver if I only get "DSUB out of range" on my screen

You get Out of range message because the PC video resolution feeding the monitor is too high for the monitor to handle, you need to boot up insvae mode and set the resolution to 640 x480 then reboot and then reset the resolution to your monitor native resoltion for what ever that is.

When I connect the moniter to the graphic card geforce 6200 it will not show a display at all. connection to the computer using the regular connection it shows

On both the Graphics card and the monitor, the blue connector is a 15 pin DSub VGA video and the white connector is a DVI video.
With the monitor it should default to the 15pin DSub video input.
If you want to use the DVI video input you need to configure the monitor to use the DVI video input. DVI to DVI give the best picture quality.
If you want to go from 15pin DSub to DVI you need a converter cable.
Try conviguring the monitor for a DVI video input.

Doesn'tg work period

Not exactly sure what your saying but, do you have a laptop that was given to you and you was told to use the dsub monitor output(blue trapezoid) on the laptop in order to use it because the internal LCD(the laptop screen) does not work? You can do this if everything is functioning properly. If it doesn't work, try pressing and holding the "Fn" key and while holding it, press the "F7". This toggles between the internal LCD and external CRT displays.

Optimal resolution problem, edge of desktop outside screen

Your screen probably wont recognise the dvi cable if the dsub is plugged in, you will have to use the buttons on the monitor to adjust the settings to dvi rather than it automatically using the dsub. also, ever tried adjusting the aspect ratio? to make it shrink abit to fit your screen.

I bought a used samsung 931b 19 inch monitor and it did not come with the cables to hook up to PC what cables do i need?

you need either a dvi-d or a dsub cord depending on whether your computer has analogue or digital outputs. if you look on the back of your computer, dsub is blue, dvi is white. this monitor has inputs for both. the cords are available at you local bestbuy, radio shack, or office depot.
