Double check you power cord and try switching plugs.
sounds like its not getting enough power or a CCFL is going or is out and you need to get it serviced if thats the case.
Do not attempt to repair this your self Monitors usally have there own power supply built ind can store massive amounts of energy and will cause serious injury or death.

check the cable connected to power supply, try to mve it up and down while trying to push the power switch, just a little updown, if it flickers the then you need to change your cable, see also if your cord had it's own fuse on the plug itself, have it check or replace
