I tried changing the batteries and using a different usb port, but the light stays on the whole time and neither the pen nor the mouse will work. How can I fix it?

click start control panel administrive tools ,computer management ,device manager scroll down universal serial bus controllers you should see a yellow question mark?
right click to reinstall drivers or
if you can see your usb drive but its not working
ports(com&lpt)right click update driver
check the USB leads that attach to the motherboard usually red-white-green-black make sure they are securely seated and have no dust build up on them dust will cause static and a lot of unforeseen problems for a computer and its parts also
scroll to disk drives if you can see your drive + to expand right click you should see options to update driver, disable, uninstall scan for hardware changes. or
select properties you should see options in the general tab to troubleshoot, policies, volumes, driver and details under the driver tab you will have the options to check the driver details, update driver, rollback driver or uninstall
as for the mouse
you might have to uninstall the mouse then restart your computer then reinstall the mouse and its drivers
make sure the lead from the mouse has a secure seating and the lead is not bad/faulty
((if applicable))
click start right click on my computer select properties device manager control scroll to mice and pointing devices you might see a yellow question mark? right update driver
make sure the battery is good (has full charge)also you might test the usb device for the mouse is inserted correctly into the usb port (if applicable)
click start control panel mouse you should see 4 tabs buttons, pointers, pointer options and hardware make sure you have the correct mouse selected also under hardware you can troubleshoot also you can select properties under driver you will have options to update driver, rollback driver or uninstall and under hardware you can troubleshoot
in xp
hope this helps don

Can it be installed

well first are you running 32 bit or 64 bit win 7? there is a compatability mode on win 7 just like XP you right click on the icon that starts the game and go to the properties (does not work with the shortcut if you are on the shortcut there is a find target tab ) once in properties you should see a tab at the top that says compatability in there you can set it to 256 mode and to run like it is on win 95/ 98
