The capacitor is probably bad. It's under the cover on the side of the motor, Take a look and smell it. A motor shop has them, or Grainger

SOURCE: 1/2hp Hayward Pump for existing inground pool

you will be fine with the 1/2hp. The Hayward will move quite a bit of water as well. It may not move as much water as the 3/4hp but it's very close and the 1/2hp will cost a little less to operate so if anything, you may just have to run it for one additional hour per day to compensate. You will be surprised how much water a 1/2hp will move. The only issue with smaller pumps is if you have pop-up cleaner heads or a suction driven automatic cleaner such as a kreepy krauly, however, if a 3/4hp will run it, a 1/2hp will run it as well. You can install a larger motor on the super pump but it will not move more water unless you upgrade the impeller as well. Just make sure you don't use a bigger impeller than what the motor is rated for because it will strain the motor and cause it to overheat. Hope this helps.

The capacitor is burned and i think thas the problem why the pumps doest'n star

Is there power to the pump or is a breaker being tripped? Find out where, exactly, the power is out. It could be loose wiring in the conduit or a loose connection where it wires into the motor. Many things.

Pressure at about 10psi then drops to zero then back then drops to zero again. Sputter flow of water. Filters and filter baskets have been cleaned.

Try replacing or lubricating the seal on the basket lid. Pool pumps rely on a completely sealed system to work properly. If there is any air getting into the system on the suction side the pump will surge.

Pool motor kicking the breaker only after a few minutes .

If the pool pump is running and then 10 minutes into the cycle it trips the breaker, then it is overloading the circuit. The pump is laboring, workingf too hard . The filter shoiuld be cleaned. maybe there is a blockage in the return line to the pool. the other thing could be the wire size to the pump, but you said that it was running last summer . so that should be OK

Thank you for posting your question here on Fixya.com.

Apparently you grounded the motor and that likely blew the winding hence the reason it still trips the breaker. You could megger it or use a multimeter to confirm but in the end the solution will still be to take it to a local electric motor repair shop to see if it can be salvaged or a replacement motor is needed. The motor brand new is about $207. For a formal quote on the motor please forward all your motor nameplate information to me using the contact feature found at www.arrowmotor.net or www.arrowpools.net.

If this answer does not fix your problem, please comment with additional details prior to rating the answer. Positive feedback is appreciated once your problem is solved!

When installing a pump, does it need to be bolted to the pad? Aren't most pads today styrofoam?

No they do not. It may vibrate and run with some noise if it is not tight to the ground but other than perhaps being annoying, the noise wont hurt anything.
