if the light remains Orange, Possible In Standby/Sleep/Hibernate Mode.
Try pressing And Holding The power Button For 4-5 seconds Or more.
If this Fails, remove the power Cable, remove side-panel ( Unless Warranted ) locate the silver cmos battery, on the motherboard. remove the battery for 10 seconds, replace and repower and startup. failing this i,d suspect the ram/memory or cpu.

I would replace the power supply and if that does not help (after battery replacement and power supply), the ram could be faulty but usually faulty ram will beep a code. If ram has no avail i would suspect the mainboard and replace. Good Luck

did you say that you disconnected the fan while it was on??!!!
This is bad... very bad..
You need to return the computer to dell for a new CPU.

Take a look at this document from Dell. You should have some diag lights on the front of the computer, and this should help you find what is not passing post.
