Unknown which freeze control you have.
http://waterheatertimer.org/pdf/PF1102M-freeze-control-manual.pdf

Usually the adjustment range is small for pool timer controls since pipes are made of plastic.

You can buy thermostat controls and convert them to freeze controls and give yourself wider range of temperatures.
Cadet 72801 has range from 80 to 40 degrees, and turns ON when temperature rises above set point.
You can reverse operation so it turns on when temperature drops below set point by installing DPDT relay.
10 amp use Omron LY2-AC or 30 amp use 5X847 relay.

I do not know this unit so this is only a guess on my part.

I am not sure what you are by it shuts off for days. If it is hot that may also cause it to shut down but for less then an hour. The manual can be found by googling:

hydroquip cs6230-u pack manual

Several of the manuals show up. Be sure CGFI is OK.

This is what I found in the manual. Measure your water temperature it may be OK.

FREEZE PROTECTION - There are two(2) levels of freeze
protection integrated into the system.
1 - SMART WINTER MODE, this mode will activate any time the
temperature falls below 59BF. This mode will be active for a period
of 24-hours. In this mode, if a pump has not been activated in the
last 2 hours, the system will automatically turn it on for 1-minute
to prevent freezing. The "Filter Cycle" indicator will illuminate
while this mode is active.
2 - If the spa water temperature drops below 49BF, the heater &
pump will be activated until the water temperature reaches 50BF.
While freeze protection is active no other functions will be
possible.

Freeze protection on when temperature is 80 degrees

Your air temperature sensor may be broken. Does the display show the correct current air temperature? You can go outside and put the system in service mode. That will shut the pump off. Then you can disconnect the air sensor and see if the pump acts right after putting it back into auto mode.

Refrigerator become freezing

If the temperature control adjustment wont warm it up my guess is that someone has been on the system with gauges and the refrigerant charge is wrong. Make sure the temperature sensor is attached securely and properly placed. The refrigerant charge is critical and if it isn't weighed in by the ounce exactly it will freeze.
Temperature control measures coil temperature not cabinet temperature. Hope this helps and good luck.

We have to reset daily A-7

Before calling service technician, open following link for troubleshooting resources including error codes, manual, links to bosch, phone number, :

A7 is outlet temperature sensor fault.
Temperature below freezing or above 210 degrees F

1) Check red wire connections at hot water temperature sensor. Clean terminals with an eraser. If badly corroded, replace sensor and wire harness. (See Fig. 63, page 46 in manual).
2) Sensor may trip if water temperature drops below freezing to protect heater from freezing conditions. Any damage due to freezing conditions is not covered under warranty.
3) Clean inlet filter screen and clear any debris out of shower heads, faucet aerators and whole house filters.
4) In areas where water has a high mineral content, periodic descaling may be necessary.

The freeze protection thermostat has gone bad.
To confirm this, disconnect wiring from freeze control.

Freeze control can be purchased separately.

My Rinnai heater which is installed on the outside wall of the house is starting and stopping every minute with no load on it.

I believe Rinnai uses a short run to prevent freezing. If it detects temperatures at or below freezing inside it, it will run to prevent damage to itself (trust me, I had an Omega with no freeze protection and it was destroyed in less than a week -- no fun) However, it doesn't seem that it should have to run that often. Does it have a temperature readout on it? If so, is it correct? You may have a defective temperature sensor.
