You will noticed if the capacitors at the power supply board is bad if has bulged to its casing or blown up. but sometimes even with out sign of bulged but its leak, you can determined this by using a capacitance meter.

SOURCE: Flashing Blue power light

Hi this is the way how to examine what's wrong with your LCD monitors. After you turned it on and the screen went black or stopped working, you have to check that if you can see the image on the screen or not by shining a flashlight into the screen, not directly but find the best angle to the screen and take a look very closely. If you can see the icons or any image, there will be a minor problem. This is because of the lamps inside screen. Some of them were broken and it is very easy to replace. If you cannot see anything on the screen, there'll be some problems with inverter board. If you have soldering tool and want to fix it by yourself, check the caps first. It may cause this problem. Some caps might show leaking or burn spot on the board because of too high temp. If you don't have soldering tool, you better go get a technician to do so. Hope this help!! If anything I can help you with, feel free to let me know.
Thank you,

SOURCE: Power button light flashes (blue flashing light)

You may have problem in the power supply section, that wil be the first place to check. Look for caps with bulging/leaking tops first.
Please see my photo albums so you will know what to look for.

First thing I would try will beusing this monitor with another PC using the same the same setup to see if it works OK. We need to narrow down the cause of the problem first since you have three parts that can be bad; Monitor, DVI cable, PC Video card/PC. It is just a process of elimination to locate the problem.

Bad cap can look normal but can have high ESR, I always replace them in a set, and you should use LOW ESR type with 105c rating since we are dealing with switching power supply here. Look at the bottom seals also.

Are you sure about no bad caps? The top of the caps have to be completely flat, and bad caps can also look normal but can have high ESR, you will need meter that can read ESR of the caps.

Monitor will not come on, blue light just

Check for leaking/bulging caps in the power supply first.
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, blown fuses, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed SAMSUNG monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums
Post back what you see inside so we can guide you further and it will help out other people in the future also.
