sounds like the throttle plate is stuck try cleaning is out do not push on the throttle plate will damage it. have some one sit in the vehicle with their foot on the pedal take a tooth brush and some carb cleaner clean both side of the plate and inside the housing the best you can and see if the stops it.
Check the fluid while the engine is on in park..
If fluid is not low - it could be a vacume or modulator issue.. (the modular tells the trani when to shift via vacume presure)
