Quantaray is the house brand name for Ritz Camera. You have to call a Ritz Camera store. Last July someone posted the same question on CNET and someone put a jpg. copy of the manual on his photosite but he took it down after the guy downloaded it. He said he got it from Ritz camera store.

Sadly, ZJ's link is to a poor copy of the manual; it describes only the Canon model and pages are cut off, resulting in missing information. Too bad no one told @nwillhoite how to upload his copy in case it was better. Sigh.

SOURCE: Quantaray QDC-900WA
Quantaray appears to not be a company at all It is affiliated with Ritz Camera and neither Quantaray nor Ritz actually manufacture anything.
The Quantaray SLR lenses are made in the Sigma factory. But many feel that they are not equal to the Sigma branded lenses.
I haven't found the maker of the flash units, yet. I should learn more this evening. An interesting mystery.
In here, you can find the User Guide for Quantaray 900 for Nikon TTL Flash
