take it to a MC shop , have them fix this.
or buy the manual and then buy he missing parts.

I did not see a manual at the Coolster web site, but it reportedly has parts for some models.

First , prime the priming bulb about 4 x...

Next put the choke lever in full choke position

Give a couple slow pulls, then a good strong pull...

(The unit should burp, run for a second)

Next put the choke lever in the half choke position

Pull rope

It should start and run, now put the choke lever all the way in the off position and let unit warm up a minute... if when you turn choke off it stalls out, u didn't warm it up enough...

Press primer bulb 6 times
Move throttle lever to start position
Move choke lever to full choke position
Pull starter rope sharply until engine attempts to start, but no more than 5 pulls.
Move choke lever to half choke position. Pull starter rope sharply engine runs. If engine hasn't started after 5 pulls, repeat all steps above.
After warming up for 10 seconds, move choke lever to run position.

dirty carb?

When starting open gas feed a little (enough to start but not flood) . Do not set choke in extreme top position rather rev engine adjusting slightly to where it holds revs. the best as the choke adjusts air flow to burn the fuel.

You have a few possibilities. Make sure you have good fresh gas in the tank. You're not getting enough gas, so choking helps get more gas than air, making it run better. Could be the carb diaphram (not very expensive if you replace yourself), when they get old they don't perform like they should. Could be the filter in the gas tank is bad, plugged. Also might be just an easy adjustment on the carb Low, and High speed screws. The choke has three positions, full choke, partial choke, and no choke, which means run position.

Sounds like it needs a fuel pump kit, and possibly also a carby kit.

take photos as you are pulling the fuel pump or carby apart, or get a service manual for the outboard. The dealer might photocopy the pages you need if you ask nicely.
