It's a 98. But the first things to check and do are. Check for vacuum leaks, I would replace all the lines if I found one. Next is to clean the throttle body, idle air control motor, and replace the air filter.

How to find speed sensors to install, 1997 Plymouth Breeze, automatic, 2.0. Car won't shift out of first gear.

If your tachometer and speedometer are working , then it is not likely the shaft output speed sensor that is not working. Your car is in limp home mode , and more often than not it is the transmission computer that is dead. It is usualy mounted just behind the radiator on the drivers side of the car. It has cooling fins on it and looks somewhat like a stereo amplifier.
I recently replaced several sensors on a 2.5 L cirrus with no luck , picked up a computer at the auto wrecker and all is good now. Be sure to disconnect the battery , and touch the positive wire to the negative post to de-energize everything before unpluging the computer.

Where is the throttle position sensor located on 1998 plymouth breeze 2.0 ltr.

The throttle position sensor should be located right on the throttle body, just opposite where the throttle cable linkage is. It's a black sensor, probably around an inch and a half wide.

I hope this helps! Let me know if you have any other questions. :)
