I have an SVA LCD Model VR-17S Monitor tha...

When the monitor powers up it acts like it wants to work, then it works for approx. 1 sec. then screen goes black, the power led stays on and the menu led goes out, if you unplug the power and put it back in the monitor comes up for a sec then does the same thing. I checked the capacitors and all look good, i changed power cord with same result, i checked power supply and it is putting out 12.4 volts dc, it is supposed to put out 12 v, do not see any cold solder joints or any obvious problems. Any suggestions?
