If this refrigerator has a Energy Saver mode, turn it on.
Then, check the door gasket for the refrigerator to make sure it's not leaking. Test by placing a crisp dollar bill on the door jamb with the door open, close the door, and you should feel resistance to pulling the dollar out. Check with particular emphasis on the place where you see water leaking or accumulating

The water dispenser problem may be due to a defective water control valve. But when the refrigerator leaks this needs to be solved. Look under the refrigerator and locate the defroster water drain pan. There should be a tube running down the back of the refrigerator which drains water into this pan.
If this tube or other parts of the defroster drain system gets blocked, water can get diverted before it reaches the drain pan.

Clean the drain pan and drain line in the back of the freezer section behind the cover underneath the evaporator coil. (hint: use turkey baster with hot water)
Make sure water drains when you
pour it in. If it doesn't - also clean drain tube on the back of the
unit behind the cover. When done - put the tube exactly where it was.
