Put new batteries in remote. Set will still not come on, just the flashing red light on lower left of TV set. Unit is 13 months old. It is a 42'' Hi. Def. Plasma. Can't reach Panasonics assistance number due to busy signal.

HOW TO INSTALL BATTERIES Remove the lid in the rear part of the remote control unit. Insert two AAA alkaline batteries of 1,5 V-DC. Make sure the batteries point in the direction marked in the battery compartment. The batteries last about six months. Depending on how much you use the remote control unit. Remove the batteries if you do not use the remote control unit for more than one month. Press the +, -, SET and CLEAR buttons together after batteries replacement. Apex TVs use a four digit code to control the v-chip. The override code for many models is 6688. Other sets may not have one, or may have a default code of 1225 instead of an override code.
To use the override code:
Hit the MENU key to get to the menus.
Go down to the SYSTEM menu and hit the right arrow on the remote control.
Once in the SYSTEM menu, go to PARENTAL GUIDE. It will ask for your code.
Enter the override code listed above. From here, you can turn on and off different rating restrictions, as well as set a new code.
No matter what the V-chip code is set to, the override code will still work. If you have a blank screen with a red key on the bottom left, simply press the (function or F) button and the mute button at the same time. This will unlock the screen and allow you to view the channel as desired
cableman try this exactley to the "T" with the instructions in front of you. The procedure resets your monitor to factory settings. On step 13 use the factory setting on the right side menu block not the left. It may or may not work if you have a bad board or eeprom.
1. Using the Volume button (Remote or Monitor) turn the volume all the way down.
2. Hold the Menu button on the Monitor.
3. Press the Menu button on the Remote.
4. Press and hold the Volume button on the remote for 5 seconds and then release the Menu button on the Monitor. After this step the date will appear on the left side of the screen within 10 seconds.
5. Click the Menu button on the remote.
6. Click the Left Arrow button on the remote.
7. By using the Down Arrow button, scroll to Settings and then click the Left Arrow button.
8. Highlight "Eepreset" and click the Left Arrow button. (The monitor will turn off at this time)
9. Push the Power button on the remote, the unit will turn back on.
10. Click the Menu button on the remote.
11. Click the Left Arrow button on the remote.
12. By using the Down Arrow button, scroll to Settings and then click the Left Arrow button.
13. Highlight Factory and click on the Left Arrow button to select "Off"
14. Click Menu on the remote.
15. Click Menu on the remote.
I had a similar problem with another type of TV set. All functions work well except power.
The solution was to replace the batteries, perhaps they are running low. It will also reset the remote which might help as well.
