I don't know if this will help but if you have any after market chrome pieces on your controller they can definitely mess up the connection.

You've attempted to sync it right? You click and hold the sync button on both the xbox and controller until each one is spinning around. Then it should grab and connect.

Well, you did a lot of good troubleshooting already. Just to double check your work, visit the link below and go over the steps once more.
After that, if you are still having trouble you may just have a bad controller! I would recommend contacting Xbox support for further help. They may replace the controller free of charge or if you bought it from a store, you could return it due to it being faulty.

If the controller does not turn on, check the batteries. Insert fresh AA batteries, making sure they are correctly positioned in the battery case.
