If it is a new TV and under warranty, return it. There is an internal fault and it needs to be serviced.

Philips 40inch LCD 40PFL7705DV/F7 When connected to power, it tries to crank for 15 sec and turn off by itself. This repeats. Back light is on while it tries to turn on.

These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Count it carefully. If you wish to get some details, check the site linked here. It has details about blinking codes, and fault locating procedure, to many popular brand TVs and other devices.

Okay I've purchased a 40 inch tv today and how do I reset everything?

From the User Manual, page 35 (page 36 in the .pdf file):
Return your settings to default values When you return picture and sound settings to their default values the
channel installation settings are not affected.
1 Press MENU on the remote control and then use [the arrow buttons] to select [Setup] > [Installation] > [Reset AV settings] > [Start now].
2 Press OK to reset the picture and sound settings.
3 Press MENU to exit.
You can download a copy of the manual from 40pfl7705dv_f7_dfu_aen.pdf http://download.p4c.philips.com/files/4/40pfl7705dv_f7/40pfl7705dv_f7_dfu_aen.pdf

You may also want to look at "Update your TV software" on the following page of the manual. Updating is not always necessary, unless the update fixes something that bothers you or provides an improvement you want (if it isn't broken, don't fix it). As of this writing, there are two sets of fixes (copied from the "Firmware Upgrade Readme File" at Software & drivers):
Software history:

Version: Problems solved.

PHL-0DA_710_0 - Momentarily looses audio after channel change.

- Time shifts one hour when changing from "Auto Clock" to

"Manual".

- Enables Philips Wireless Media Connect.

PHL-0DA_713_0 - Clock does not keep accurate time.
You do not have to apply both updates; everything is included in the latest one.

You might need to get this checked with the manfucaturer, looks like a malfunctioning remote control. Or you can just replace the remot and see if that helps.

Upside down

Your Horizontal and Vertical Flip is reversed for some reason. This will be a little difficult to do/see, but turn on the TV and Press the Menu Key. Goto "Lock" and press OK. Once you see the Lock Code Box come up, press and hold the Volume down on the TV and the OK Button on the Remote for 5 seconds or more until the TV shuts off. This resets the Memory.
If that doesn't work unplug the power from the TV now for 60 seconds then plug it back in. It should power up at that point.
If that doesn't work it is probably an issue with the Logic Board and a Re-flash of the Logic Board from a Company who has the Equipment to do so will fix it. This shouldn't cost anymore that $150. Goodluck!

What do auto fill and auto zoom do on the picture format settings?

You have to enter its service mode options, and make necessary data adjustments there. Just remember, this is a very skilled work. Visit the site named 'Electro-help' for more details. Check this link and select the site named above. View it in 'Flip card' option, which can be selected from the drop down box menu at the left top corner or the display window. It will make search easy. Some times, the ads attached with each posts might help you to find the availability of spare parts. There are more than 580 posts to different brand TVs.

I have a Phillips LCD tv model# 32pfl3505d/f7 after about an be it shuts off by itself. Can u help me please

Hello; there is some confusion with your model # and symptom ! A model# 32pfl3505d/f7 is a 32" LCD TV not a 27" After WHAT does it shut off? This seems very similar to a set I just repaired. My customer's set was a mode l# 32pfl3514d/f7, which may be same or similar to this one. Here is what happened ; The set would run for about an hour and shut off and come back on repeatedly. The problem was a bad digital board ( the one on the lower left side with all the jacks as you face the back of the set ). I found this $150 board on EBAY for $33. He still has about 30 of these boards. You probably have the same set and same problem. John
