Wireless connection light stays on after I turn off my pc
If my "wireless" connection shows lit while I have my pc turned off (hours later), does this mean some one else is my neighborhood is using my wireless connection? If so, should I be worried about this?

If the wireless switch is "on" on your router that doesnt mean some one is using your connection,it jus indicates that on your router wireless feature is active-good sign and one more suggestion make sure that you have added a security for your wireless network-to be on a safer side

Try resetting the Netgear back to the factory default and then configure the wireless setting.
Press the pinhole RESET button on the back of the Netgear until all the LEDs flash then connect a LAN cable from the computer to the Netgear open a browser and enter the configuration URL IP address http://192.168.0.1
The issue I see is that the lights all are lighting up. I'd bet it is caused by some type of short or like a power outage or surge (remember surge protectors basically do nothing at all). If I were to guess, that's it. Other than that, I would flash the firmware back to original if it lets me.
Who is your ISP? I belive what you have is a modem router. If the interney light is not lit then it only mean that the actiontec is bridged and you need to use a dialer on your pc to connect to your ISP. If the internet light is lit, no need for a dialer just connect it straight to your pc and check your internet.
I deal with these routers on a daily basis w/ Frontier. Likley the radio is getting hott and its starting to burn out.. Put your hand on the radio, see if its running rather hott. If it is, unplugg it for an hour. If your a frontier customer, call tech support, get it replaced!
if your wireless connection is not working even if the wireless light is lit up on ur 2wire modem/router....try to delete the 2wire network from the prefered list...go to network connection, right click on wireless netwrok connection, go to properties and click on wireless network..select the 2wire netwrok on the prefered list and remove..reconnect to the network by clicking on view available wireless netwrok and select the 2wire network again...if its asking for a WEP key or password take a look at the bottom on the modem a 10 digits number enclosed in brachets..thats the network or wep key. access 192.168.1.254 and click on home network, got to wireless settings---edit settings...change ur wireless channel to 10 adn power settings to 10, save ur changes=)...ohh and by the way make sure that the wifi switch of ur laptop is turned on=)
