Assuming the outlet is fine, it may be a thermal cutout / thermostat on the magnetron or on top of the cavity.

Check the 20 amp fuse where the power cord ends inside the oven. If it is open check the latch switches. If the switches check ok the invertor is probably bad, smoking.

Where is the fuse on Panasonic NN-S252

You may have to remove the cover on the microwave to find a fuse. It may not be either in a fuse holder or soldered into a the circuit board. be sure it is not plug up when you check.
if you find it be sure and replace with the fuse with same current rating.

Sounds like a blown fuse. Carefully remove the cover, and the fuse in directly behind the power cord on the top. Radioshack sells 15A ceramic replacements.

first off does your unit have the word inverter writen on it if it does it could be a failed magntron or the invertor pcb approx repair between £70-150, if it does not then it could be the capacitor or the diode or the hv fuse or the transformer this would be a repair under £90 sorry i cant be closer in price it would need someone to have the right testing tools

there is a fuse, but if this was blown nothing would work, sounds like a capacitor on the control board,just replace the board

Panasonic Inverter door stuck

The door latch mechanism is all plastic and commonly breaks. You have to take the cover off and work on it from the inside.

The fuse is normally located either on the floor of the oven behind the control panel, between the door switches, or on the metal bracket / plate near the large high-voltage transformer.

This model uses an inverter, so the fuse may be located on that board.

Due to the lethal voltages used and produced, I do not recommend that an inexperienced person work on these.

I would recommend that you contact your nearest Panasonic-authorized servicer.

Can't get past the "welcome" message.

Go to the page in the owners manual to set the clock first. Thats always the first thing to do. Good Luck
