No the restore might not be possible if you don't have the disk.
You might have a restore partition on the hard drive but to access that there is a key combo that might have the Fn key in it. For this you will have to search online or contact the manufacturer

Step 2: Press 'F8' if you are using Win7/Vista or 'Ctrl + F11' if you has Win Xp. 'Advanced Boot Option' menu options will be opened.
Step 3: Choose 'Repair your computer' from the 'Advanced Boot Options' from the menu and press 'Enter'.
Step 4: Select language setting and press 'Enter'. Now Login window will be appeared.
Step 5: Now login as administrator to continue the factory reset process.
Step 6: Click 'Dell Factory Image Restore' followed by the 'Next' button.
Step 7: Choose the check box marked 'Yes, reformat disk drive and recover system software to manufacturer condition'. Once the check box is chosen, simply select the 'Next' button and your Dell computer/laptop is renewed to factory setting.

So long as you dont require any information from the laptop, you can get the Vista cd that originally came with your laptop and do a clean instal from the beginning. This can be done by hitting F8 when the laptop is booting up and selecting from form CD. From here you will just need to follow the on screen instructions to reinstall the system.

Your laptop is waiting for the restore disk. Some PCs keep the restore data on a separate partition of your hard-disk, but it seems yours doesn't, therefore it's waiting for a disk version. As you don't have this on disk, you have a problem, but people are often too hasty to restore to factory settings.

Turn the laptop off by holding the power button down for about 5 seconds. You should still be able to power back on and start in Safe Mode as you haven't actually started the factory restore. Once booted, select system restore again and this time choose a restore point/date rather than the factory settings option. If you've been having problems for a while, try choosing the earliest restore point available and see if this solves the problem. You will need to update some of your software again after doing this - in particular, make sure you update your Anti-Virus software as recent update patches will have been lost.

Other than this you have little option than to re-install Windows and everything else from scratch, unless you can obtain the factory settings on disk from somewhere.

Hope this helps.

Restore settings to factory.

If you have a separate partition for recovery, boot to that. You can tell if you have a separate partition by clicking My Computer and seeing how many are listed under Hard Disk Drives. The first one is generally C and the next partition or drive would be D.
If your laptop came with a recovery disc, insert that into the cd drive and reboot your computer. That will wipe everything and start fresh for your dad.
