How do i take off the fbi virus if hard reset doesnt work ,cant put it in safe mode and the only thing i can do is bring up the keyboard on the fbi virus release codeon th web page?

The FBI "virus" is one of the most malicios malwares around, because it actually encrypts tour data files to blackmail you and they say, you may never get the decryption code, even if you pay.
Actually there are several version of this scam procedure and you should try to identify which one got in your computer, to neutralize and if possible, to get rid of it's effects.

Can you help with my problem

Your picture isn't very clear so I will assume it's a pop up on your laptop or computer. I think it says it's a warning from the FBI and your screen is locked unless you contact them and likely provided a phone number. Then after you call them, they will ask you for personal infornation about your computer so they can run a scan to see what's wrong with your system. First, do Not give anyone access to your computer. They can easily install hackware, Spyware, or a virus in your system. Second, they'll try to convince you to pay them to have their top tech clean your system. Third, which actually should be the first piece of advice HANGUP! !!!! THIS IS A SCAM AND A VERY COMMON ONE! if your screen is locked, my suggestion to you is to go to your
task manager and do a factory reset. This will set your system back to the way it was before your screen was locked.

Over the last few weeks I have received emails not addressed to me. some of these emails have been quite distressing as they have asked for payment for various things and services which I know nothing...

Don't panic. Email can be sent by anyone, to anyone, with no verification of anyone's identity. It is not uncommon for scammers to target people with email. They send out 1 million emails in one click, so that even if only 1 in 1,000,000 people will fall for their scam, they still get something. It is illegal, but too difficult and expensive to pursue.

Do not reply, do not pay. Mark messages as spam in Yahoo and go on with your life.
