Due to EPA regs, users are supposed to be restricted from adjusting carbs, but there are special tools provided by the manufacturers for this purpose. Only service techs are supposed to have them. Most carbs have an H and L adjusting needle on them. Some are Zama, some are Walbro and some are imitations of the 2. Some have "splined" heads, some have "Pac-Man" type heads (with small V-cut in them), and some are "D" shaped. With some ingenuity, one can fashion a tool to use to remove some of them. Small aluminum tubing can be forced over a splined head needle and turned. Small jewelers needle-nose pliars also may work.There are sellers that have tools for all these carbs.
