Question about Computers & Internet
Firstly it looks like it its trying to boot a network device then cd/rom after. You will need to enter the BIOS (setup) when the computer starts. Usually you press something like F2, once in the BIOS go to the startup section where it asks for the priority of startup devices.
It will say HDD, CDROM, NETWORK and maybe some others. Make sure HDD is on the top, it usually is but incase it isn't.
If it is on top and still not loading from the HDD (Hard Drive) you may have a faulty hard drive. This isn't good but we have also had the same problem recently with a netbook. If the hard drive is faulty you will need to obtain another one. If you do need another one i will let you know how to recover data off a ******** hard drive.
If its not faulty and it can load off the hard drive but wont it would be a operating system fault. (better)

Plug in the power cord and wait a few seconds. Then click the start button again and again until it turns on. It will say windows did not shut down correctly, do you want to start windows normally? Hit yes.
What happened was you ran the battery so far down, that windows freaked out. My wife did this on our 4520 a few times. She thinks the computer is shut down and closes the screen. But it was not shut down completely and it went into stand by mode. Well a few hours later, the battery is so dead that windows crashed out.

You have to activate your OS,
On your laptop you have a key for the vista, type that key in, if that dosent work you must call and activate your vista. You do that like this way:
1:) if you have a valied licens you just call that number that appears if you continue when it ask you to use the automated phone system
2:) call that number, type in those numbers you see on you laptop given to you when u get the phone number.
3:) Listen carrefull cos you going to get an actication code, and thats a lot of number, whrite them down so you dont forget them,
4:) type in those numbers you get when you be asked to do that in the activation window on your laptop
5:) continue the boot up, vista will now check to the number you typed in are valied and you will never have to to this again, if you dont format your laptop.
If you dont have a valied licens, Buy one!

Try this - go to BIOS (while you see ACER logo press F2 (or other key, it should be shown below the logo)) and select setting called something like "Restore Defaults" or "Load System Defaults" or "Optimal Settings". When it asks "Are you sure", pres Y then Enter. Tell me what happens.

My advice to you is technical. You need to reset the CMOS on the motherboard internally. As for the password in vista unless you know it you will more than likely have to re-install vista or do a systme recovery by using the e-recovery partition that comes stock with ACER computers. I do not advise you to try resetting the cmos if your not technically capable

It looks like your hard disk went invisible, and BIOS is trying all alternative boot options before it says that there's no boot device available.
I'm afraid that the most probable diagnosis is that the hard disk is broken; anyway you'll need hands-on service to establish what's wrong and what can be done.
