Question about Sega Genesis Console
Try wiggling the AV cable at the TV end, then at the console end. Try to make it happen every time. You may need to insert a little cardboard to wedge it into place, if it is the console...

If the screen changes (From snow to black or something) when the console is turned on it sound like the console is partially working. Try cleaning the Cardridge pins que tip and some sort of cleaning fluid.
Once this is done insert and eject the cartridge several times then repeat the cleaning process on the cartridge. Hope this helps.

There should be regular av cables and wall adapter for it. Mine came with the wrong cords and that might of happened to you. So if you don't know the av cables go in the back of the tv and plug's in the back of the sega. and the wall adapter goes in the wall. If you don't have the cords than get them off line. Type in:
cut and paste it online and you can get them.
