well I never heard of that brand so because you said a new flat Im guessing your form England. Good luck with the move. Ok I belive your problem is possibly the main control bord is bad.what you describe sounds like it. the only way to rest it it would be to replace the bord. doing that it should function normally. First try disconnecting the unit, completely from any power, for an hour or more, look in any control doors or access points for a small battery mounted to a board or in a holder, if you find one, take it out also, noting the positive and negative orientation.
If that doesn't do it, there are reset buttons under the tops or lids of some NEFF models, if there is an obvious lid after trying the no power trick, take off the top and look for a stand alone reset button.

First of all switch machine off and take plug out. Leave for 10 minutes. Plug back in, switch machine on and it should re-boot the control panel which is causing your problem with the start/reset button. Mine was the same! Your salt light will come on if the salt is low and will do so maybe once or twice after you have filled it but then it should go off. Re-booting might solve that problem too.
Re the water have you checked it is turned on hard enough by the machine? Also have you checked the inlet pipe has no kinks?
If that is ok try running the machine now you have re-booted the control panel. You may find it has solved your problems. If not, phone Hotpoint customer service and ask if there is anything else you can do to solve the problem yourself before spending money on a service call.

Try removing the inlet pipe, and refitting, might fix it, else likely that the
Inlet water soleniod failing/failed or tiny mesh filter (it does come out for cleaning) behind the inlet hose clogged. Temporaily bypass the aquastop water stop unit; it might be the culprit!
A replacement solenoid is usually only about £10 from www.espares.co.uk, or ebay sellers (no connection with these but they are very good), fits in minutes (2 or 3 electrical spades ,and a posidrive or two) and usually fixes all water related problems. the noise you can hear is probably the solenoid trying to actuate, will be droning/buzzing sound.
could simply be stuck with some foreign matter in there that's got through the mesh filter but unlikely. they normally fail and sound terrible.
Don't throw your dishwasher away for the sake of a £10 part.

The float switch might be tripping. Pull the dishwasher out (if it's under-counter) and tilt it forward gradually to about 20 degrees. If you see a pool of water on the floor, it means that water is getting into the bottom of the dishwasher underneath the washing compartment.
This can simply be caused by a loose retaining nut on the salt compartment. Unscrew the cap from the salt compartment and you will see a large plastic nut underneath. If it's loose, tighten it - you'll need a large pair of waterpump pliers or stilson for this.
Assuming this was the problem, make sure you empty all the water from the bottom before you put it back by tilting it forwards until water stops coming out.
To stop the problem returning, DON'T over-tighten the cap on the salt compartment. Make sure it's on firmly, but if you overtighten it, it will grip the nut and loosen it the next time you remove the salt cap. If the nut is loose, water can get into the bottom of the washer.
