This watch has a disposable movement(guts). That means the battery is the only part that can be replaced. The thing is glued together instead of screwed.
Take it to a watchmaker that can get the replacement movement from Tag as the ordinary movements out there are different from the genuine Tag movements. Date wheels specifically are different.
Anyway, a professional watchmaker, not a jeweler or store clerk please, will be able to tell you if that is the correct course of events to take. Probably looking at 200 to 250

Send it to Tag. You spend as much as for a new watch but if you really want the new case and band for this watch you'll need to deal with Tag in some way and the fastest is to send it directly to them. Even then it will take months for them to replace the parts.

Any Tag Heuer dealer should be able to change your battery for you. Just go to Tag Heuer's website for a store locator. Or, just go to a search engine and type in "Authorized Tag Heuer Dealer *location*, *location*" whereas location is where you live. You will get a list of stores near you. Call them first to make sure they can do it and you're set.
Explanation is simple: your watch has jammed geartrain or some dirt particles stuck into geartrain. This is why the seconds hand was moving backwards and forwards. Nothing to do with EOL (End Of Life) feature wich is built into watch microelectronics and signals that this is the time to replace battery by advancing seconds hand two or four seconds at once. To open the watch you need a proper watch caseback opening tool, but I can't see any reason for doing that as you will not be able to fix the geartrain problem without proper knowledge and skills. If the warranty of the watch is expired, you don't need a TAG specialist as you will be charged for job anyway. So, find your nearest watchmaker shop and ask for repair. Do not forget to rate, please.
