When i try to restart computer,it shuts off normally,then starts up,goes to black screen with phenoux logo,then shuts off,turns back on,then repeats this cycle until it is shut down manually.please help

Depending on your version of windows, I would trying starting in safe mode to see if the computer does boot. If it does, then you want to restart again, go to advanced boot options and select "start windows with last known good configuration." Access advanced boot options following the steps at this link. This can happen when there is two problems.. One the computer might have been affected by virus.. Or the other thing might be the OS corrupted.. Try to get into safe mode and check if the system is working fine.. If it works well there try to do a system restore to a place wr it was working well.. If in safe mode also it doesnt work well then go ahead and reinstall the OS...
Had a similar problem like this several times. Try choosing safe mode. Safe mode will load the required drivers. After safe mode finishes the loading process, restart your computer and choose to start windows normally. The problem you mention usually happens when the computer is turned off without using normal shut down procedures. Also happens when you have a sudden power outage.
It is becasue of your computer is not properly shut down and so your harddisk has some bed indexing of memory location.
For that you need winxp disk or recovery disk.
Then boot your computer with that disk .
You have to set first boot device as your cd or dvd rom.;
For that when you power up press F1 or F2 or "del" key to enter in bios .
Then go to boot option then sewt first boot device as your cd or dvd rom.
then save settings then put winxp or recovery disk in rom.
Then follow the procedure .
Then enter in recovery console then type in prompt "chkdsk /r"
then it fix error on harddisk.
Sometimes this command fix eror and then after restart windows load normally but sometimes need to repair windows.
So after check this if still face issue just chose "r" when it finds your previous version of windows then it recovers your windows.
You should try booting into safe mode. Press the F8 key before the windows logo and choose safe mode without network support. If windows loads run a checkdisk by right clicking on the c drive, left click on properties and then select the tools tab. From there you can run a disk test to check for errors. If you get that far then reboot and see if it starts normally. If not try F8 again and try selecting restore the last known working condition. This will restore your settings from the last time it worked. If you can’t get to the F8 screen get back with me and I will try a few more drastic solutions. Good Luck
