This issue is best explained on this link. Region Settings. It has steps as well on how to get this fixed. I posted the resolution because the steps in solving this problem is kind of long and won't fit here.

You should go back to the sales person if it has been a recent purchase as there is no reason why they should even be in a possession of a system that is in the wrong region, there is North American, European and Asian region why they installed one of these other two regions is beyond me, but the answer to your question in short is no, the only thing you can do is encode DVD into a region free and you should be good.
The DVD you're using is probably from elsewhere than the region you live in. It is almost certainly possible to temporarily change the region by using a trick which will not damage your machine in any way. Google "Philips DVP642 region hack" and there will be an answer.
region codes are as follow. Region 1 North America, Region 4 South America, Australia, Region 2 Europe, Region 5 Asia Major,Africa,Region 6 Asia Minor, Probably your DVD is from another region....hope this helps

On the face of this problem it sounds like the machine is set to a region other than the discs you're trying to play. Here is something that might just help you.
To multi-region your machine:
press Setup select the Preference Tab Press 1,3,8,9,3,1 Press up/down key to select "0" and press menu to exit.
This way you are telling the machine to look for ALL regions. I hope this is the answer for you. ALL THE BEST!
Short answer...yes, would you like to invest what would likely be days learning the process? There may be a mod ship out there somewhere, but unless you are willing to modify the PS3 in someway that would likely void any warranties, then you're going to have to find a DVD for your region. A mod without a chip would involve installing linux in addition to the OS that the playstation comes with. I'm sure the process has gotten easier since I last checked, but I found it too painstaking.

I have a Home Theather Systems Philips Model HTS3565D and when i put on a DVDs show me in display Wrong Region.
Here in Brazil the DVDs are 4 Region.
Can you help me to modify in Remote Control the Region for 4?
