Open the front door On the right side you will notice a handle that you can pull OUTWARDS On the Outside Right half way down towards the back you will see a removable plastic plate - remove it Behind plastic plate is a handle, pull it in and out several times. This will wipe any toner off the laser glass
Chances are the white band will now have gone.

It sounds as though a cartridge is faulty.
To determine which one, the easiest way is to run a page of text/block of colour through in yellow then cyan then magenta. which ever page comes out with the streaks on it will tell you which cartyridge to ditch and replace.

Is there any chance you can post a scan of one of your faulty pages. This would help to assess the fault.
If you print several pages, does the image move further and further down the page with each copy?
Is the white band repeated down the page? If so measure the distance between each band - this will help identify the faulty component.
This error is usually caused by dirt (usually toner) on the laser lens. There should be a cleaner pad somewhere on your machine (though I am not totally familiar with Oki) that will wipe across the lens.
If there is no pad, you may have to find access to the lens and wipe it manually with a tissue or similar
