Dropped in river several months ago and when I turn it on the blue WB ligh is on but camera won't do anything else.

Take the lens off and the CF card out. Just with the battery in, see if the display works. If not, could be a faulty camera. If it does, switch off, insert the CF card, switch on. Do you see the display now? If not, CF may be faulty, replace it. If it does, switch off, add the lens, switch on. Does the display come on now? If so, looks like it is fixed, if not, looks like the lens is faulty - try removing the lens and cleaning the contacts on the lens and the camera body with a pencil eraser, do not let any debris fall into the camera body (hold it opening down is best).

check the manual to turn on live view
then press the center ok button to turn on live view

A dead camera is impossible to tun diagnostic checks on without specialist tools, so yes, your camera will need to go to a Canon service centre for diagnosis and an estimate. If you decide not to go ahead with the work then you'll be charged for return shipping and a fee for the work carried out to make a diagnosis.
If the warranty expired fairly recently, then it may be worth contacting Canon before getting the estimate: it's not unknown for them to offer goodwill repairs for major faults which occur prematurely, but you need to be aware that your model was only designed with an approximate four year minimum lifespan.
