The volume will vary from high to low from one call to the next without pressing buttons. More low than high. In both cases if I check volume status by pressing the up arrow it show maximum.

Holy Mackeral that is an old phone! But the DSS 900 MHz are still the best for range. Lets see as old as it is the earpiece may be clogged with makeup (rouge and foundation build up pretty bad on telephone earpieces.) I would very carefully use a tooth pick and see if you can scrape anything out of the holes at the earpiece, be careful as you do not want to puncture the speaker. If that doesnt work post again and we will try something else. BTW, how long have you had the phone and when did the problem start?

While you have the phone handset off the base and turned on, try pushing the top or bottom part of the big round button in the top / middle part of the handset's keypad to turn the volume up or down respectively.
Here is a link to all the Uniden cordless phone user manuals:
And here is a link to a user's manual for one model of that phone (DECT 2180-3):
To view the Support Page or the Owner's Manual with Operating Instructions just use your mouse to click on the link, which is the underlined and highlighted text just above. This will open a new web browser page automatically for you and allow you to view the information at the website indicated and the contents of the Owner's Manual.
You may need ADOBE READER installed on your computer to read PDF documents.
You can download this free at WWW.ADOBE.COM if necessary.
Click on the DOWNLOAD ADOBE READER button on right side of the ADOBE home page when you get there, the follow the onscreen instructions to install the software on your computer.
See page 5 and 10 of the manual for detailed instructions on how to increase the volume of the ringer and speaker.
Basically it operates as follows:
Your handset has a four-way function key.
Press the top of the key to increase the ringer volume (while the phone is in standby) or speaker volume (while you are on a call).
Press the bottom of the key to decrease the ringer volume (while the phone is in standby) or speaker volume (while you are on a call).
I hope that was helpful to you, good luck and take care.

Tips for a great answer:
Adjusting the Ringer, Earpiece and Speaker Volume
Adjusting the Ringer Volume
You can choose from four ringer volume settings (off, low, medium, and high)
separately on each handset or the base.
With the phone in standby, press or on the handset or VOLUME or
VOLUME on the base. The handset or base sounds the ringer at that level.
Use on the handset or VOLUME on the base to make the ringer volume
louder. Use on the handset or VOLUME on the base to make it softer or
turn it completely off.
When you hear the ringer volume level you want to use, stop pressing keys.
The handset or base will use the new ringer volume starting with the next incoming call.
Note: If you set the ringer volume to Off, the handset or base won't ring. Other handsets or base will ring according
to their individual settings.
