The system may not be able to refresh after the defrag. Press ctrl-alt-del and try to turn the computer off from the task manager. If task manager wont popup. You can turn the computer off by holding the power button for 10 seconds or until it turns off.
To prevent file corruption which could be caused by the improper shutdown which you will have to do. Don't forget to tap F8 repeatedly when you restart the computer. Start tapping after you push the power button to turn it on. Choose 'last known good configuration' using the arrow keys on the keyboard. Press enter. And wait until the computer reboots. It should come back to normal.

If it still locks up. Run diagnostics and check if your hard drive is still ok. Turn the computer off. Tap F12 when you turn it back on. Choose diagnostics. If you get an error for 'DSt short test' call dell, so they can give you options for replacement. If all the tests passed, your software is corrupted. Post back what happens.

Dell B-130 way to long to boot up

Do a system restore. Take it back to where You were running good. If that doesn't help then You might have to wipe the hard drive and put windows back on it. Defragging and cleaning it up won't help this issue. hope that helps You out.

Your laptop needs a good cleaning and a tune up.

start with ccleaner

continue with spybot
