While charging in the car or through the usb port, the green light goes on, so it is charging. But it won't start by pressing the power button. It's just dead, tried resetting it also. Is there any solution? Thanks

By online, I'm assuming you mean connected to your computer (via the USB port). Just power on your GPS, then connect your GPS to your computer, using the USB port, and decline the CONNECT to Computer prompt. The GPS will then still be plugged into the USB port and the battery will be charged.
If you have a tom tom from the GO models
they hace a reset button you can press with a pin were the mount fits.
When you plug in the charger the green light should come on to say it is chargeing.

Have you tried to connect to a desk top through the USB port to isolate the laptop or GPS issue.
If you get the same problem with a desktop than I would suggest that you perform a hard reset to the GPS. This is done through the pin hole in the case labled "Reset" insert the tip of a paper clip into the reset hole and reset the device.
If this fails try reloading the GPS software, there are instructions on the Tom Tom web site
The GO 720 charges quite slowly when attached to the in-vehicle cigarette lighter cord. If you have a USB attachment (that allows you to connect the GO720 to your computer) just insert the GO720 into the USB cradle - you don't have to turn it on - and let it sit there for about 10 hours. You should see the green light on the GO720 indicating that power is being received. In fact, I don't think you even need to turn on the computer, as power is always fed to the USB circuit. If you see the green light, then the GO720 is being charged. I think your GPS just needs a good charge.
my tomtom does it now and then. solution is to take it to the car plug the car charger in to it, then press the reset button wait about 3 or 4 secounds and should come back on you don't have to remove your card. plging in to the computor does nothing it needs power when you press the reset botton
Connect your player to your PC USB port using the cable supplied. If the cable is ok and the USB port is working, the player will appear as a removable drive in "My Computer". Copy the mp3 songs you want to upload and paste them into this removable drive.
