This usually occurs if you have a program running that does not wish to close when Windows is Shutting Down.
This popup is the same as Mac's "Force Quit" function, where it is basically asking for your permission to tell that program to FORCE QUIT.
A good example of a program that causes this is Steam or Windows Live Messenger if you have an Unread Chat Window

When i close the system configuration box my pc shuts down, why??

When closing the System Configuration, if any modifications were made, it asks you if want to "Restart" or "Exit without Restart" and there is a checkbox that says "Do not show this message again".
I guess you put a tick in that box and the clicked Restart.
And now everytime you exit if after making changes, it always remembers you choice of "Restart".
To get that option back, try this

What causes PC to shut down during idle?

This might be down to the power settings, by default the hard drive is set to shut down after 15 mins of inactivity, to check open control panel and select Power Options, this will show you the current plan settings, click the Change plan settings and then Change Advanced power settings, expand the Hard disk option and then Turn off hard disk after, this will show the time this can be set to 0 which will stop it shutting down.
You can also adjust display settings etc. in this area at the same time.

Windows not shutting down

If there are programs (Norton, McAfee, other bigger programs) running in the background it will take a while for Windows to shut down. If you can't wait for it to shut down, you can press/hold the power button down for a few seconds and Windows will shut down.

Windows 98 will not shut down

There are several reasons that can cause old Windows operating systems to shut down. Has this always been an issue or did it just start happening? If it just started, then think back to what you may have changed on the system...hardware or software. Remove software or hardware and try it again.

You can also try disabling the fast shut down sequence by following these steps:
1. Go into msconfig (this can be done by typing msconfig under the command prompt)
2. Go into advanced.
3. Put a check mark in the disable fast shutdown box.
4. Click ok and ok again.
Try shutting it down.

If that doesn't do the trick or its already disabled then check out this link:

I hope that helps. Check back and let me know! Thanks.

Hey guys i help

Hi d_smog,
If you can make it to windows then go to start-run and type 'chkdsk' and hit enter. That will run check disk.
But I don't think that running a check disk will solve the problem, I am guessing that could be either a virus; because you tell me that norton went down at the same time your PC went down, in this case I recommend formating the drive; or it could be that your PC's cooler stopped working and the PC is overheating which causes an automatic shutdown to prevent the components from breaking down, in this case I recommend testing your PC's cooler and changing it if necessary.
