I guess I should have asked How can I fix it. I don't think the spring is broken as the pull cord will recoil partially. Thanks Joe

The pull cord on my Toro snowblower is limp--no resistance, so no start.  The technician said the starter something was frozen.  After an hour indoors, the problem disappeared.  But it returned and so the Toro (which means "bull," no?) is in an unwelcome presence in my kitchen.

    Is there a solution?

pull cord feels too tight. ran it into snow bank that was hard and icy(oops) and now it won't pull.

Install scarper blade toro powerlite mod. 38182

On everyone I have ever seen, there are just three bolts that go through it into the auger housing. There is a notch that the scraper has that fits on to the end of the housing. You can see the drawing for it here - http://www.partstree.com/parts/?lc=toro_consumer&mn=38182%2C+Powerlite+Snowthrower%2C+2009+%28SN+290000001-290999999%29&dn=3358-429-383366-0008
I just picked one of the models for 38182 cause i think they are likely all the same, but if you want to be sure, use the list here - http://www.partstree.com/parts/?lc=Toro+Consumer&mn=38182 and choose the one that matches your serial number range. Then select the drawing to see the rotor assembly. Should be pretty easy except sometimes the heads of the bolts to keep the scraper on get wore down if the scraper bar wasn't changed when it should have been.

Have no spark to plugs

Those sensors have no effect on spark. Did you replace the plug, if not remove it hold it against the engine, have someone pull cord, watch for spark. If you have spark then you have a fuel problem. If no spark then after replacing plug, then remove stop wire from magneto side. Pull cord an watch for spark. If no spark then remove housing an flywheel, measure gap between mag an flywheel. Check to make sure magnets are still on flywheel. Call some shop or check a service manual on gap setting. If no spark still you will need to replace the magneto. This is rare an its is more likely a plug that needs replacing. Toro snowblowers are nice machines, this is not a hard fix. Really to tackle this is starting with the plug.

I have a toro snowblower. i cannot pull the pull cord. it feels like it is stuck.

Pull your spark plug out and see if the cord will pull out, if it does than that means your cylinder is full of gas which is a result of ethanol in the gas causing the needle valve to leak causing fuel to siphon from tank to cylinder, pull your carb off and put a carb kit in and you will be blowing snow in no time,if this isnt the problem then enjine may be seized up and its time to replace blower. Good Luck!
