I bought a second hand ps3 & i want to delete the old email & password which are still on it

you will have to create a new user id- take the game disc out and start the system. when the user icon comes on select create new user and create your new user and id/ password

If you don't have money to send it out for repair.
Turn off and unplug your PS3 for atleast 1 hour.
Take an "Air Can" and blow it out all the dust from all angles.
*You have to use Clean Air and never turn the can Upside down nore angle it too much, your air can will start shooting cold liquid! VERY BAD!
After you clean out your PS3 then let it sit for ½ hour and then turn it on and see if you fixed the issue!

You can log in as a new user but im not sure if you'll have admin control of the system, might do though. failing that you could reformat the hard drive but you'll lose all your saved data, music, game saves etc

If you are referring to the Playstation Network Online password then without his personal details you will not be able to reset that password. However you are able to reset the PS3 so that it clears all information so you yourself can go to playstation.com and create your own account. You can then select Playstation Network on the newly restored PS3 and enter your own details.
Follow these simple steps to clear all Playstation Network account details.WARNING! You will lose any saved game data and other information doing this!!
Step 1. Turn your PS3 onto standby. (Red light on)
Step 2. Press and hold the power button. It will beep when you first press it, beep about 5 seconds later then beep again and switch to standby.
Step 3. Take your finger off the power button but press and hold it again. It will beep as soon as you touch it, beep again 5 seconds later then beep twice quickly. When you hear this take your finger off the power button.
Step 4. The PS3 will ask you to connect a controller via USB and press the PS button. Do this and then a menu will appear.
Step 5. Select option 5 "Restore PS3 system". This will restore your PS3 back to a clean state so you can put your own details in, for example time and date, console name.
Step 6. On your computer goto https://store.playstation.com/accounts/register/beginNewAccountRegistrationFlow.action
There you will be able to create a new Playstation Network account for free. You can then use these account details on your PS3 when you log in to Playstation Network.

1. Power Off the PS3 via the power switch in back and power back on w/switch.
2. Hold Power Button on the Front until you hear 3 beeps.
3. Then go through the initial setup and then run a full Format
via System > Format. (will take approx 3 1/1 hours). You may need
to have our AV cables ready if your using HDMI (in case HDMI isn't
detected after initial reset).
4. Restore your backup you made prior to doing factory/hard reset (optional, if you created a backup)
