Your access may be blocked. Schools, institutions and workplaces block youtube from access and now more and more entire countries are blocking youtube or at least parts of youtube. One option you can try is to use a web proxy to unblock youtube. There's no need to pay for this service (although you can ) because there are many that are available for free.

Is it only youtube or any other web site? Any errors. Try to install flash and shockwave from Adobe and maybe some codec with windows media player or quicktime. Sometimes they are required by some pages of youtube.

is it an embedded video in a web page, or just youtube itself? do you have permissions to access youtube? or just try another web browser, that could be your problem. Firefox is best, then google chrome.
