The game stops loading as soon as you start the game!?
what could be the problem?
Sound like either a corrupted memory card saved game (your Vice City save), or more likely, your laser lens needs cleaning or replacing. First, try taking out the game, go into the Browse menu (with your memory card still plugged in) and find your Vice City save file in your memory card... delete it. Now put the game back in and let it start a new game. See if you can play it, save it, load it, drive all around, go through a "cut scene" (video story part at the beginning of each mission), etc. If you can do all that, it was most likely the corrupt saved game. It does happen on occasion with Vice City.
The lens issue is a little more detailed. You can relatively easily clean the laser, but you have to be SUPER careful with it. Don't touch it with your fingers/skin at all. You can find guides to cleaning the lens on the net. There's even a video or two of it on Youtube. If that doesn't work, your lens MIGHT need to be replaced. Best bet is to take it to either Sony or a TV/Game shop in your area to have it fixed up. If you're very experienced with electronics work, you can also look up FAQs on how to change the laser yourself. You can get a new one on eBay for around $8 or $9.
Above all, try the SIMPLEST and safest things first. And PLEASE don't go rooting around inside your PS2 unless you're well informed on the task at hand and very experienced at working with electronics. You could permanently damage the console if you're not.
Also, You WILL VOID your warranty if you open the case at all.
