Yeah it could be. Always use the correct adapter mentioned for your laptop. Otherwise it could harm the inner wirings and the motherboard. Always go for the right adapter. If it was any motherboard problem, atleast it would've blinked. So this might be the problem of your adapter or may be of the power button.
First off, the Toshiba software will not work at all. You can either find a copy of HP/Compaq XP or Vista software, or you can load a retail version of either. You can order the HP/Compaq versions for about $15 us delivered, and it will come with a disk of device drivers. A retail version will probably cost you 100 bucks us, and you will have to download the device drivers from www.hp.com
