Flickering could be a loose power connection but the hissing is indicative of a potential short. for your own safety, I'd get this to a TV type repairman asap.
Try looking at the LCD screen at a sharp angle to see if ghost-like video can be seen during the 'off' time of the flicker.
If video is still present even though not that visible, then either the backlight or its power supply are failing.
The color problem could also be caused by a backlight lamp that is not ionizing completely.
If it flicker continually that may well be either the video card (hopefully not part of the motherboard) or the monitor. Your best bet is to tt on someone else's machine. If it does not flicker then you probably have a bad (or soon to be very bad) video card. If, your video card is built into your machine, don't give up....you can buy a video card and install it....they are not expensive if you are not a big time gamer. Price ranges are anywhere from $8-20 if you are a normal PC user. Pricewatch.com can give you some insight. You will need to know what type of slot you have available....presumably AGP (but PCI, if you have an open slot on the motherboard, will also work....AGP is faster.)
Not sure what the problem is, but am experiencing the same symptoms every few minutes on a Mitsu Diamond Pro 91TXM, just retrieved from storage after 7 years. How's your screen holding up since April?
