There is no color chip. What it does have is called a motor driven color wheel. The problem is that the color wheel is no longer spinning to produce color. Replace the color wheel and you should be fine.

Have you tried to do a "reset" ALL modern electronic items often get "locked up" and unplugging them from the wall will often get them going again. Unplug for at LEAST 30 seconds--then try again. If this does not help--the SMPS board may have failed on you. A good repair shop may be able to repair the board instead of replace it.
It is possible that your tuner module has some dry solder/weak joints that is causing the fault. Open as before and look into the board very carefully to see if there is any weak spot. Use a good solderring iron to touch up all the suspect areas but be very careful and do not try this if not familiar to solder as it might turn serious. Hence you can ask an electronic technician to check on this and solder up the chroma/processing stages and reset. If this does not solve the issue , the fault could be failure of the concerned IC. Your screen may need degaussing. The symptoms are colored blotches, usually around the edges of the screen. This is caused by magnetism in the screen itself . If this is the case a repair person can use a tool called a degaussing wand to remove the magnetism and fix the picture. Some TVs have the ability to do this themselves, it depends on the brand and model
I have a Hauppauge WinTV HVR-1600. I have a comcast digital box hooked up to my PC. Signal is bad and black and white media. I installed the "current" driver two weeks ago (mid October) Work great! We had to perform a PC recovery. I downloaded the "current" driver. Got weak signal and black and white only.
Pls verify that the tuners color standard is identical to that of the video camera. Depending on where you are, there are a number of color system but dominant are PAL (for most European) and NTSC (for US). So you have to select which ever is being used by the video cam.
