You PC seems to be infected with some virus.Press F8 after you press the power On button on your computer. You will get a menu, in the menu select Safe mode. When you PC is on in Safe mode. 1st backup all the important data. now go to Start>Accessories>System tools>System restore. Now select restore my computer to earlier time. Now select the date on which you computer was working fine and click restore. After some time it will restore and now install an anti virus.I recommend AVG free version and Superantispyware. Both of these can be downloaded and used for free(home user) and update it from internet. Make the windows Firewall 'ON'.
