I couldn't find the MB on the DELL website or the manual for your computer but I looked up the two CPU that you mentioned and  it seems that the PEntium CPU have a socket 423 where as the M procesor fits into the M socket so it is unlikely that the board would support both, butI am not positive. Included DELL link below. Also did a serrch for your MB with no results. Who made it?

Because of the shear numbers of Dell models and #'s of motherboards, my safest suggestion to you is to go to the web-page I will place below and have dell analyze your computer.
By doing this you are allowing the manufacturer to see what they supplied you with, then they will tell you after the analytical test just what you can or cannot do with your motherboard.
Its easy do it right first time and you won't go wrong, if you are not happy with the results, use the support number to call a service center and ask a tech. I am say this as this can be an expensive mistake you will not thank anyone for.

Seems to me that the safest thing to do here is ask the maker itself weather such an upgrade can indeed be made. In fact, my friend got a Dell from a hotel that upgraded their systems this year, and he has called them multiple times, and gotten help every time, for free! I was pleasantly surprised! Below is a link to Dell support.

Good luck.

Upgrade your BIOS before you upgrade the processor. If you're lucky the manufacturer of you motherboard included instructions for the processor you want to use in a more current BIOS revision.

Intel Pentium 4 Extreme Edition (3.20 - 3.73 GHz)
