just get hold of the top and bottom of the monitor and push it back or forward.
If it wont tilt with minimum effort, it may not have a tilt function, or it is broken, i have never had any problems with any monitor
Because the fuse on scaler PCB is blown. Open the monitor, open metal cover, disconnect all cables coming between display and boards, take the chassis off the display. On back side of display you will see metal cover, mounted with tiny screws, take them off. Unscrew the board also and carefully tilt it up. Observe tiny chip fuse (referenced F1 or FU1 or something with "F") somewhere nearby the connector, ring it, replace it with solder drop. Take everything back together.
I have the same problem- however, a simple solution is to unplug the power, wait for about 20 secs, and plug it back in, and the screen will turn on... You may also take the screen and tilt it backwards until it turns on....
