I have two RCA TV's that I bought second hand so I have no owner's manuals. Ordinarilly a remote with channel arrow up/down keys would scroll sequentially through ALL channels. RCA apparently designed a way to block individual channels so you can skip over channels you don't use or have no reception. Anyone know how to set/unset this in the on-screen menu? I want to unblock them all. It has never asked me for a password so I don't think it's the V-chip. Of course if anyone has an owner's manual for the model E13319 I'd love to have it. Thanks

What you need to do is take the remote, go into the menu, find channel scan and do a channel scan to find all the available stations available on this system. Make sure the TV set is in the cable mode and not antenna mode or you wont get any stations above channel 13.

this is the same type of problem happening with other rca models and I know it is the EPROM CHIP but why this is failing is either because of design flaw , dirty enviroment that they were made in , to much voltage or current to the chip or too much of a draw from the chip causing it to fail . Or even a random frequency from the IR sensor or its circut I'm still investigating and testing.
leave the tv unplugged for at least 3 weeks durring this time resolder any solder that don't look good , I did this and it lasted for about 6 months(always plugged in to the wall) before it started doing it again. model # 27v412t

ok its not a cap problem.. memory ic problem...u have to replace memory ic the nos are i think 24c16 or24c08

The problem is in the switch panel. Lay the TV down flat on the screen on some carpet. remove the screws around the back (unplug first) and remove the back. You will see the board that the switches are in down behind where they are on the front. You can unsnap the panel from its location easily and pull it out. Also release the clip that goes into the bigger control board carefully. It has a clip that you have to press to keep from breaking it. The take the switch panel and get some good electronic spray cleaner and spray it directly into the buttons, while pressing them repeatedly. This will clewan the switches. The problemm is caused by one or more of the switches making a connection when you are not pressing it, so the TV is freaking out and doesnt know what you want it to do. Clean all six switches well and replace the panel in the reverse order. Should work like a champ!

the main menu choose "Parental Controls;" it's option six.
Choose
the first option, V-Chip TV Rating Limit, and using the arrow keys and the OK
button on the remote, scroll through until the TV-MA rating appears. Press the
right arrow button to move the highlight over to the "Status" field
and toggle to "View." Press the OK button. This will set the
age-based ratings to Mature.
From
the Parental Controls menu, select the second option, V-Chip Movie Ratings
Limit and change the rating to TV_MA and the "Status" to
"View."
From
the Parental Controls menu select the third option, V-Chip Unrated Program
Block and select item one, which will be "View."
Select
the fourth option, which is "Channel Block." Highlight the Channel
field and using the channel up and down buttons, go through and check they are
all set to 'View." Any set to "Block" will need to be toggled
back to View.

* With the remote control in hand, press the POWER key to
turn on the Presentation TV.
** Press MENU repeatedly until the Setup menu appears.
*** Using the Up/Down arrow on the remote control, highlight
Auto Program on the screen
**** Press the Right or Left arrow to go to the Auto Program
menu.
***** Using the Up/Down arrow, choose either Cable TV or Off-
Air Antenna on the screen.
****** Press the Right or Left arrow to begin the Channel Search.
******* Press ENTER when the channel search is done.
Note: Auto Program finds channels being received by the TV
tuner
Cable will not work unless you subscribe to a cable service
