Get a new battery. The life span of a laptop battery is typically only 1-2 years. Check to see if it's still under warranty. If it's not the battery, then it's likely the power converter on the motherboard. Again, check your warranty to see if parts are still covered.

Dell uses proprietary equipment. IF the laptop wont work when plugged in and it is the original Dell charger, you need to check the charger, if the charger wont work then the battery wont charge. Note that it might be the connection on the board inside the laptop especially if the cord got pulled on while plugged into the laptop.
With Dell you have to use Dell OEM chargers to keep all the functions. Like charging and use at the same time. Otherwise it wont do both. Look on Ebay for a genuine Dell charger or go to Dells website. Be advised that it might be the jack on the computer though.
try to charge the battery while the computer is off for 3 hours. if that does not work, remove the battery from the computer and turn on the computer using only the ac adapter. if the computer is working fine using only the ac adapter, call your computer manufacturer for possible battery replacement
If possible could you check output voltage of the charger with a multimeter? If you can get output voltage, then might be something wrong with laptop battery charging circuit. Contact Laptop Repairing Engineer.
It is more than likely the actual plug on the computer that you are plugging the adapter into. Very common issue with Dell portables and if youre still under the service warranty you will get a new computer. I worked for dell tech support for a few years and I dont think theyve changed that policy.
You could try running the diagnostics to see if there is an issue that it can detect, but it's not likely.
Tap the F4 key while the computer is starting and choose the option that says "Run Diagnostics" or "Boot to utility partition".
That wont restore the function to your n key, it needs a new keyboard. If you dont use it as a portable then you can buy a cheap USB keyboard from your local computer shop and it will work fine.
If you really want to restore it then most Dells use the F11 key at the Dell splash screen at boot time
