not only check filter but when filter out check for foreign objects fouling pump impellor. (bra wires are the favourite) if pump impellor not visible, then put onto drain and listen for a low humming noise in vicinity of pump. this confirms that pump is powered but jammed.
all you can do after that is to check continuity of pump and check there is power to pump when on drain - assumes you have a multimeter
